Warrenton’s town council Tuesday night will conduct a public hearing on a drive-thru for a proposed Popeyes restaurant.

Known for its fried chicken, Popeyes Louisiana Kitchen wants to build a 2,397-square-foot restaurant at 286 Broadview Ave., near the former Warrenton Lanes bowling alley.

In May, the town planning commission voted, 4-2, to recommend town council approval of the special use permit to a drive-thru window.

The planning commission recommended approval with these conditions:

• Trash pickup no earlier than 7 a.m.

• No vehicle stacking to the sidewalk area or onto Broadview Avenue.

• Install a no left-turn sign at the exit onto Broadview Avenue.

• Make the “monument” sign 6 feet instead of 8.

With one proposed drive-thru lane and 23 parking spaces behind the building, the new restaurant would have an expanded entrance/exit on Broadview Avenue. Zoned commercial, the property requires a special use permit for the drive-thru.

NACR LLC last May purchased the Warrenton Plaza shopping center, which includes the three-quarter-ace site, for $2.74 million.

Janjer Enterprises Inc. of Silver Spring, Md., would own the Popeyes franchise.

The one-story building would have a modern design with synthetic stone veneer, metal canopies and vinyl shutters with gold, red and green paint, according to the permit application filed March 16 in Town Hall.

The building would displace a used car dealership, a vehicle repair shop, a flooring businesses and a barbershop.

The fast-food restaurant would operate from 10 a.m. to 11 p.m. Sunday to Thursday and from 10 a.m. to midnight Friday and Saturday.

In other matters Tuesday night, the town council will:

• Discuss options for the sale or nonprofit management of a museum at Brentmoor.

• Vote to adopt the fiscal 2018 budget totaling $24.4 million.

• Vote to adopt the fiscal 2018 town tax, water and sewer rates.

• Vote to adopt the 2018-2023 Capital Improvement Program.

That shopping center needs a facelift. If not with a new business, cleaning up the old businesses (with the exception of Paul Henry's which looks nice).
