Town Hall water damage cleanup about $15,400

Envirotex has completed remediation of asbestos in carpet glue, discovered after cleanup of Memorial Day weekend flooding of Town Hall’s basement, where sump pumps failed following heavy rain.

After a thunderous storm last month forced its relocation, Warrenton’s community development department will return to Town Hall in about two weeks, according to its director.
Because of flooding and water damage Saturday, May 25, all but one of the agency’s 13 staff members moved from their basement offices at 18 Court St. to the town-owned Warrenton-Fauquier Visitor Center.
Without interruption, the community development department has continued operations in the center at 33 N. Calhoun St. since the Tuesday after Memorial Day.
Meanwhile, a staffer continues to provide the full range of over-the-counter services on the first floor of Town Hall.
“We wanted to make sure our customers aren’t running all over the place,” Community Development Director Frank Cassidy said.
Mr. Cassidy’s department includes building and fire inspections, land-use planning and zoning.
Failing sump pumps resulted in flooding, which damaged walls and carpeting in an approximately 1,000-square-foot area near the department’s basement entrance to Town Hall, Mr. Cassidy said.
“It was wet and the drywall started sucking up the water,” he said of the soggy situation.
The town hired Texas-based SERVPRO, which has an office near Warrenton, to perform “emergency remediation,” which involved drying the affected space and removing mold and damaged drywall.
In doing so, the company discovered that glue used to adhere carpeting to the basement’s concrete floor contained asbestos, Mr. Cassidy said.
The town then hired Manassas-based Envirotex, which has an office at Vint Hill, to remove asbestos-tainted material. That work should be completed by Friday, he said.
“Right now, it’s a contained and sealed site,” Mr. Cassidy said.
Three orange-and-white cones and a yellow-and-black plastic bar block the steps that lead to the department’s basement entrance. A sign directs visitors to the use Town Hall’s Court Street entrance.
Envirotex will receive about $9,900 for its services and SERVPRO about $5,500, according to Mr. Cassidy.
The town will incur additional expenses to renovate the damaged area. Mr. Cassidy, other town staff and a contractor will meet to discuss that.
While unable to estimate repair costs at this point, the community development department director assured the fix would be “practical, common sense and effective.”

Warrenton officials continue to negotiate purchase of the BB&T building at 21 Main St. to serve as the new Town Hall.
If the deal goes through municipal offices would move from the former Fauquier National Bank building on Court Street. In 1973, businessman Edward L. Stevenson donated the 9,250-square-foot structure, built in 1925, to the town.
