4 Warrenton incumbents will seek re-election May 8

Five Warrenton Town Council seats will appear on the municipal election ballot Tuesday, May 8.

Four incumbents plan to seek re-election.

Only Sam Tarr (Ward 4) plans to retire when his term expires June 30.

Powell Duggan (Ward 1), Joan Williams (Ward 2), Yak Lubowsky (Ward 3) and John “Sparky” Lewis (Ward 5) said they will run for new, four-year terms.

“I’m looking at the age aspect of it,” said Mr. Tarr, 76. “It just seems harder to keep up with everything.

“The person who convinced me to run (former Mayor J. Willard Lineweaver) stepped down at 77. So, it seems like time.”

Mr. Tarr has served 13 years on the council, over two different periods.

To get on the ballot, Warrenton candidates by Tuesday, March 6, must file:

• A declaration of candidacy.

• A certificate of qualification.

• A statement of economic interests.

This is the existing ward map. The town proposes to conduct the election under a new map, with boundaries redrawn with new census data. But, the state and the U.S. Department of Justice have final approval, because Virginia continues to operate under the Voting Rights Act, and because Warrenton adopted the ward system to settle a federal lawsuit in the 1980s. • A petition with the signatures of at least 25 registered voters from their respective wards.

The State Board of Elections website has all those forms.

This May, voters in Remington and The Plains also will elect town officials. Because of smaller populations, candidates in those town need only to file declarations of candidacy and statements of eligibility.

Because of “staggered” terms, Warrenton voters in 2014 will elect the council’s two at- council  members and the mayor. Roger Martella and David Norden hold the council seats. George Fitch is the mayor.

Warrenton pays council members $400 a month and offers to pay for their health insurance coverage under the town’s group plan.
