EFO Capital Management Inc. seeks “planned unit development” rezoning for 125 acres at Routes 211 and 229.
The property lies at the southwest quadrant of the Clevenger’s Corner intersection. In its 2010 Comprehensive Plan, Culpeper identifies the site a village center. It already has residential zoning for 100 homes and village center zoning for commercial development.
For more than a decade, Clevenger’s Corner has been the focus of developers’ plans for significant growth. Centex built a $20 million wastewater treatment plan to serve its planned, mixed-used development. But, Centex sold to Pulte Homes, and that land, east of Route 229 remains untouched.
EFO’s Jim Epstein, whose family has owned land at Clevenger’s Corner since 1978, began working on his proposal with county officials more than a year ago.
