Del. Mark Cole’s opposition to the Equal Rights Amendment convinced her to run for the 88th District seat in the Virginia House, Jessica H. Foster says.
I’ve had many, many good conversations with people from the other side who feel that they do not have a voice in Richmond.

The long-time Republican incumbent’s opposition to the Equal Rights Amendment persuaded her to run for the 88th District seat in the Virginia House of Delegates.

“The deciding moment was when I found out that my delegate (Mark Cole of Spotsylvania County) had been blocking it for the past 10 years,” said Jessica H. Foster, who lives near Remington and seeks the Democratic Party nomination for the 88th District seat. “I decided that I was able and should run.”

A Spotsylvania deputy county administrator, Mr. Cole, 60, won his first two-year term to the General Assembly in 2001.

Kecia Evans of Stafford County also hopes to capture the Democratic nomination for the seat in a June 11 primary. The winner will face Mr. Cole in the Nov. 5 general election.

The 88th District includes three Fauquier precincts — Lois, Morrisville and Remington — parts of Fredericksburg and Spotsylvania and Stafford counties.

A first-term-candidate who lives near Remington, Ms. Foster, 38, believes women should receive “equal pay for equal work” and that race, ethnicity and sexual orientation shouldn’t be impediments to “any opportunity.”

Her other key campaign issues include public education, healthcare, “sensible gun control” and redistricting, the Manassas-based lawyer said.

Ms. Foster believes more should be done to improve teacher salaries. Like other counties in Virginia, Fauquier loses its best teachers because it cannot offer a competitive wage, she said.

To direct more state money to rural counties such as Fauquier, Ms. Foster believes Virginia’s “composite index” funding formula should be re-examined. Critics contend the formula punishes counties that aggressively pursue land-preservation measures.

“It’s a very complicated formula,” she said. “I think it would be reasonable to look at that and make sure that it’s still relevant and that it’s fair.”

Ms. Foster also supports pre-kindergarten for public school students.

Among other things, it “alleviates the financial burden of daycare” for working families and “helps (children) with socialization,” explained the attorney, who focuses on juvenile law and child deportation issues.

Pre-kindergarten instruction also “levels the (educational) playing field and prepares kids to enter kindergarten on the same level,” Ms. Foster said.

The candidate, who with her family moved from Warren County to Fauquier about two years ago, also wants to ensure access to healthcare services for all.

“We should not have people who are poor who cannot access healthcare,” Ms. Foster said. “Mostly, you shouldn’t have middle-class families who do not qualify for Medicaid but do not have enough money to pay for health insurance and who are being forgotten about.”

Virginia also must do what it can to safeguard “protections” to guarantee that health insurance continues to cover “pre-existing” medical conditions, the Fairfax County native added.

Called an “extreme-risk protective order,” her top “sensible gun-control” measure would allow law enforcement officers — at a family’s request — to “temporarily” seize a weapon from relatives who may represent a threat to themselves or others, Ms. Foster explained.

A review process would determine whether the individual should “possess a weapon,” she said.

Ms. Foster a favors a nonpartisan approach to redistricting to “reduce, if not eliminate, the conflict of interest” that state lawmakers may have in redrawing elective office boundaries for their districts.

That process probably would result in removing the Lois, Morrisville and Remington precincts from the 88th District — “redistricting” her out of a job for the 2021 election, if she ultimately unseats Mr. Cole.

Putting fairness ahead of political self-preservation entail “decisions that are really not that hard to make,” Ms. Foster said.

Pointing to her work experience, legal skills and campaign efforts, she remains confident that she will win the Democratic nomination for the 88th District seat.

For the same reasons, Ms. Forster believes she can defeat Mr. Cole — an 18-year incumbent in a historically conservative district.

“I’m not on equal footing” with the incumbent, she admitted. “But to say it’s an uphill battle is probably strong. I’ve got a good chance, because I believe I’m a strong candidate. I’m qualified, and I’m working really hard. And, I’ve got a lot of support.”

Additionally, Ms. Foster believes the incumbent has failed to effectively tackle key 88th District concerns, including public school funding and traffic congestion.

“He doesn’t have a very good record for doing meaningful things” to address those and other challenges.

Partly because of that, Ms. Foster believes that the voter tide has turned against Mr. Cole.

“I’ve had many, many good conversations with people from the other side who feel that they do not have a voice in Richmond,” she said. “They don’t feel like their current representative is in touch with their needs or listening to their needs.”

Andrea Martens, 55, who lives near Sumerduck, teaches English-as-second-language at H.M. Pearson Elementary near Calverton.

“As a teacher, I really appreciate her focus on investing in children and that she believes investing in education should be a big priority,” Ms. Martens said.

Ms. Foster also understands the value of providing career and technical education options for some students.

“Not every child needs to go to college, or wants to go college,” Ms. Martens said. “We should support both paths.”

Lester Carver, 54, supports Ms. Foster’s views on gun control and “human rights equality.”

But, “I feel like we share a common set of beliefs — basically the Democratic (Party) platform,” said Mr. Carver, a construction project manager who lives near Remington. “I’m confident that she’s well-suited” to representing the district. “She’s articulate, intelligent and well-informed.”

Cole is of the party that believes it's quite OK for the attorney general of the United States to lie to the House and the Senate. Where would your derriere be if you lied to Congress? Toss "thou shalt not bear false witness" into the same trash can with "thou shalt not commit adultery."

It is a good thing that Ms. Foster is running. We need electoral competition. Del. Cole is so tied to Trump that he cannot be trusted to be effective in the future.

Foster is a great new voice in Virginia and the perfect Delegate for Fauquier County. I'll be canvassing for her and urging her to consider massive voter registration drives throughout the 88th Dlegate District.

If you're tired of the American Taliban trying to push their agenda of fear and intimidation, consider donating or volunteering to help get Jessica Foster elected.

We can comment on them because we know their identity. They stand up and remain accountable; As a result, they are unlikely to win another election.

Why are you pseudonymous and unaccountable? What are you hiding?
Savefauquiercounty2019 · April 30, 2019 at 2:09 pm
Jim, the only ones that have masks or hoods are the democrats. You must be thrilled to have Ralph Northam as the governor of Virginia. Oh, and Fairfax as your It. Gov. And another hoodie as Attorney General. Worry about their hoods.

To anyone complaining about Democrats I have a question. Are you OK with the fact that Trump has lied over 10,000 times, appears to be mentally unstable through his use of Twitter, and received money from both the Russian and Saudi Arabian government for his family businesses?

Let's adopt your words: Implying that all violence in the name is politics is one-sided is political propaganda and ignores both history and current events.

The shooter at the synagogue in SoCal is a right-wing white supremacist, as were the Oklahoma bombings and countless other deadly and near-fatal incidents, like the Florida bomb mailer, and yet I will not falsely claim as do you that any political view is responsible for it. It is sickness and deranged.

Madonna blow up the White House? Seriously?

According to Business Insider, "Every extremist killing in the US in 2018 had a link to a right-wing extremism."

Why wear a hood while you comment? Stand behind your words with your name.

Beating on federal doors is not legal. Amy Schumer and 300 me2 protestors were arrested during Kavanaugh`s confirmation. Red Hen owners not only asked Sarah Saunders to leave their restaurant in Lexington, they harassed her walking across the street to another restaurant. Steve Scalia shot at a game in broad daylight, Kavanaugh`s wife was threatened as well as his children. Betsy Devos in order to get into schools had to have marshalls go with her.
Madonna ( who previously wanted to date Trump) wanted to blow up the white house. Senator Kamala Harris insinuated she'd murder Trump and Pence in elevator, Maxin Waters told her constituents and the world to go after Republicans, Missouri Senator Cappella Nadal on facebook hoped Trump is assassinated.
These groups that present at rallies and events that provoke violence are paid. It is well orchestrated. Women marches beyond equal rights are sponsored by the one sided Democrat Socialist Unions, AFT and NEA. Bill Clinton mentioned at his rallies for HRC that old, white men need to die. Implying all old, white men are predjudice is a racial pimping propaganda.

Apparently, you are referring to eight rogue House Republicans, thus the headline in The Hill: Rogue House Republicans are preparing to grant amnesty to 3.2 million illegal aliens.

Following in Reagan's footsteps:

Reagan signed this Act in 1986 to grant citizenship to millions of illegal immigrants in the US.

NPR documents it:

Reagan's views were enlightening. Listen to his own words from his own mouth:

Blaming Democrats for a bi-partisan problem is Fake News.

Has Judge Kavanaugh been confronted by antifa thugs? Has he been injured in any way? Or are you complaining about protest that is fully legal?

EJ: When did what you describe happen in this fine community? I presume Edward Jones is your name and you are setting a good example, which is why I ask. Have you seen any antifa thugs in our community?

I would defend to the death your right to agree or disagree and I suspect this is true of the vast majority of people here. We have an excellent sheriff.

Finally, what evidence is there that "democrats want to shut down ICE"? I've never heard that and they voted to fund it or there would not be an ICE.
Savefauquiercounty2019 · April 30, 2019 at 7:48 am
Edward Jones. I will never forget what they did to Judge Kavanaugh. It is not just Antifa thugs, it includes me2 violent protestors, and blm who has no data to support their attacks on our police. The democrats want to shut down ICE too. Vote them out.
Edward Jones · April 30, 2019 at 7:43 am
Why? Quite simple. Democrats use antifa thugs to attack conservatives.

Be concerned whenever you read a democrat is pursuing a leadership position within your county that helps children with deportation issues. Also, be concerned with additional resources going towards more preschool resources when we already have Head Start and provide child care tax deductions. Families also receive a tax deduction for each child.
It is more of the same. Give your tax dollars to support the illegals they have waltzed into the county and throughout Virginia and the United States. These children do not speak English, so they will attend preschool programs to provide day care and English. These parents can not afford day care unless you pay for it.
Democrats will say every illegal has the right to be here. Do you truly believe this? Do you truly believe the USA should have an open border. Do you truly believe your tax dollars should be a free for all with no regard to immigration laws? Or any laws for that matter.

Senior citizens will not get double their monthly social security benefits when the democrats have pushed to double min wage. Seniors will be pushed into poverty because they will not be able to afford the rise in cost of living. Will you be able to afford the increase in cost of living? Seniors are already struggling. Seniors pay over $7000 a month for their long term care (custodial is not paid by Medicare). After 100 days of Medicare benefits are used in a nursing home, seniors who have to stay pay privately the entire amount. While illegals get their care for free.

Democrats will place fear in you regarding that pre existing conditions will not be covered. Well they are and have been covered and no one has any plans to take this away. But this candidate highlights it to you as she promises to pursue higher wages for public school teachers. If you believe this, you are just playing into their propaganda.

Don't be confused when a democrat states it is racist when you speak about illegals because they want to silence you. It is a controlling mechanism.

Encounters with the special interest individuals resulted in the seizure of tens of thousands of fraudulent documents, including passports and visas that facilitated travel from their countries (Syria, Pakistan, Afghanistan, Somalia, Bangladesh and India) per Judicial Watch. Please review the report by JW, "Thousands of Illegal Aliens from Terrorist Nations Live in U.S. after being deported". Their is a transitional criminal organization that facilitate travel along drug and migrant smuggling routes. And yes, it is through Mexico.
